Major Duties:

You are responsible for budget formulation and execution to accomplish the goals and objectives for the Center for Satellite Applications and Research (STAR). You prepare budget operational plans including appropriated funds, funding received from other NESDIS and NOAA offices under multiple programs and reimbursable funds from other federal agencies. You formulate the annual budget for the division including labor costs, funding for the cooperative institutes and routine operating expenses. You record obligations of STAR/CRAD resources for reconciling internal records with those recorded in the Commerce Business (CBS) and the Management Analysis and Reporting System (MARS). You serve as the division liaison between the office and the STAR Front Office and assist management in the justification of the organization's budget. You prepare estimates and briefing documents to support budget submissions, you analyze financial conditions and practices and recommend solutions to problems; prepare routine/ad hoc reports and other fiscal budgetary data. You give weekly briefings to management about the status of resources; provide monthly variance explanations for the office funds, and coordinate funding for the NESDIS Cooperative Institutes. You formulate budget estimates for multi-year programs and prepare detailed analyses and estimates of annual funding needs for one or more future budget years.
