Abstract: Mismanaged consumer plastics and other waste that enters a river system, known as riverine debris, is a pervasive problem in urban rivers with consequences for ecosystem health and human livelihood. A better understanding of the loading pathways, fluxes, and fate of this debris is necessary for more effective mitigation efforts, and to reduce ocean emissions that become marine debris. This seminar describes a novel framework for quantifying riverine debris using a holistic mass balance modeling approach, applied in the San Diego River, California, a regionally important river with a large, urban watershed. This framework quantifies urban riverine debris sources, sinks and transport dynamics at the watershed scale. The model integrates a community science data set of floodplain debris with a simple stormwater runoff model to account for debris loading and applies probabilistic transport functions to estimate ocean emissions. Our key finding is that most riverine debris in the San Diego River is not washed in through storm drains but is directly deposited in the floodplain (79%"92% of total debris), with homeless encampments the largest contributing factor (62%"75% of total debris). We surveyed individuals experiencing homelessness and service providers to identify basic standards of care for Californians living without permanent shelter, including trash and biowaste disposal, to understand causes and mitigations for this critical issue. Ongoing cleanup efforts substantially reduce the debris accumulation rate: without these efforts, debris stored on the floodplain increases by up to 48%. However, despite cleanups debris continues to accumulate over time with the potential for increased ocean emissions in subsequent years, especially during years with large flood events. To determine the fate of debris stored in the floodplain, we evaluated the effects of extended wet and dry weathering of everyday land-based debris items reported in the riparian zone trash surveys. We found that macroplastics discarded in open, dry, and sunlight exposed areas may generate far more microplastics during subsequent riverine transport than unweathered macroplastics or macroplastics deposited in wet, stagnant environments. Our holistic approach to understanding riverine debris is transferable to other urban rivers to understand the fate and flux of local debris, and therefore to inform effective mitigation initiatives. Bio(s): Hilary McMillan is Professor of Water Resources in the Geography Department at San Diego State University. Hilary and her students study hydrology and water resources in a range of landscapes from pristine mountain headwaters to highly modified urban catchments. She focuses on the value of many types of hydrologic data to improve understanding of hydrologic processes and build accurate quantitative models to predict river flow, soil moisture, groundwater recharge and other quantities. Megan Welsh Carroll, PhD, MSW, is Professor of Public Administration and Criminal Justice at San Diego State University's School of Public Affairs. Megan is the Founding Director of the Project for Sanitation Justice, a research and advocacy team dedicated to advancing safe, free, and equitable access to water, sanitation, and hygiene (WaSH) resources " including public restrooms, drinking water, handwashing facilities, menstrual care, showers, and trash disposal.Dr. Natalie Mladenov is a professor and the William E. Leonhard Chair in environmental engineering at San Diego State University. Dr. Mladenov is also Director of the Water Innovation and Reuse Laboratory, and her research team investigates pollutant fate, transport, and treatment in natural and engineered systems. Her expertise includes innovating onsite wastewater treatment, monitoring surface water pollution with real-time sensors, and advancing the understanding of contaminant phototransformation and biodegradation, including micro- and microplastic fragmentation and degradation of tire wear particle, microfiber, and cigarette filter-derived leachates. Dr. Mladenov was a founding member of SDSU's Blue Gold Area of Excellence and co-founded the Water Across Borders (Agua a Travs de las Fronteras) Group at San Diego State University. Abstract: The proposed research has addressed the need for understanding the transformation and transport pathways between the source of marine debris (MD) and its introduction into the coastal zone. Estuarine systems are an essential link between river or land-derived inputs of MD and coastal zones because of their unique position as interfaces between terrestrial and oceanic systems. Estuaries are not only highly dynamic and biologically active but also capable of trapping material, so that MD interacts with the estuarine environment. We have investigated the Delaware Bay, a mid-Atlantic Estuary that is associated with dense coastal populations, rich ecosystems, and significant regional fisheries. Our work highlights that MD is redistributed differentially by physical transport processes, so that MD size distributions at different locations in the bay are expected to differ from their source distributions. By characterizing MD fate, composition, and size, our research has contributed to building a knowledge base for effective management of MD cleanup, removal, and remediation. Bio(s): Tobias Kukulka received his Ph.D. in Oceanography from the University of Rhode Island in 2006. He was a postdoctoral scholar at the Woods Hole Oceanographic Institution from 2007-2009 before joining the faculty in the School of Marine Science and Policy at the University of Delaware in 2010, where he is a Professor. Jonathan Cohen received his Ph.D. in Biology from Duke University in 2004. He was a postdoctoral scholar at Harbor Branch Oceanographic Institution from 2004-2006. He then joined the faculty of Eckerd College, moving to the School of Marine Science and Policy at the University of Delaware in 2011. He is currently Professor, and the Interim Deputy Dean of the College of Earth, Ocean, and Environment. While satellite sounders primarily observe the free troposphere and upper atmosphere, ground-based profilers provide most of the information within the planetary atmospheric boundary layer (PABL), whose thermodynamic structure plays a critical role in forecasting severe weather, air quality, and other high-impact environmental phenomena. Despite their importance, ground-based observations still lack the spatial density, coordination, and standardization required for routine operational use. As a result, the PABL remains the most poorly observed region of the atmosphere, representing a major gap in the global observing system. Even where ground-based PABL profilers are available, the lack of harmonized measurement procedures, calibration methodologies, and data formats often limits their operational value, slowing progress in numerical weather prediction, air quality forecasting, and climate monitoring. This presentation reviews recent analyses, methodologies, and international initiatives aimed at enhancing the operational use of ground-based observations, with particular emphasis on microwave radiometer profilers. To address these challenges, the GEO Blue Planet Fisheries Workshop, held in London, UK (21"22 April 2026), convened representatives from RFMOs, RFBs, ocean observing programs, and scientific institutions to explore how ocean data and Earth Observation products can better support fisheries decision-making.The workshop focused on identifying the opportunities, barriers, and capacity needs associated with integrating ocean observations, ecosystem indicators, and predictive models into fisheries management processes. Discussions highlighted common challenges across regions, including limited technical infrastructure, insufficient access to tailored ocean information, lack of long-term environmental datasets, and weak institutional connections between science providers and fisheries managers. Participants emphasized that successful adoption of ocean data requires not only technological solutions but also sustained capacity building, ocean literacy, and stronger science-policy partnerships.A key outcome was the development of recommendations for a regionally tailored Minimum Viable Ocean Data or MVOD framework to support fisheries management and ecosystem-based approaches. Participants also identified priority actions to improve information flow from ocean observing systems to management bodies and proposed pilot projects in the Indian Ocean/Bay of Bengal and West Africa/South Atlantic regions. The workshop concluded that strengthening institutional bridges between ocean science and fisheries governance is essential for enabling RFMOs and RFBs to incorporate environmental information into sustainable and climate-resilient fisheries management. Drone the NERRS, a science transfer project, evaluated the efficacy of a standardized UAS wetland monitoring protocol for assessing and monitoring emergent vegetation across more reserves representing a range of biogeographic regions across the NERRS. The project increased overall drone-related capacity within the Reserve System by lowering barriers to UAS-based monitoring, supporting the development of a community of practice, and encouraging UAS pilot certification for more reserve staff. Applying the protocol across different experience levels, airframes, and software used for mission planning and analysis yielded unique experiences for staff at each participating reserve. These experiences enabled staff to provide feedback on the protocol while also informing other reserves interested in adding UAS capacity to their programs in the future. In this webinar, the project team will share about their experience building towards a System-wide UAS community of practice, project outcomes, and lessons learned. The session will demonstrate how tuning DA parameters"such as observation errors and quality control"can yield substantial forecast improvements. We can also enhance forecasts by optimizing the use of high-readiness observations from tropical cyclone reconnaissance and uncrewed systems. While low-readiness observations present challenges, they can fill critical gaps in current capabilities. For example, AOML is exploring the assimilation of OCONUS ground-based radar data and high-resolution airborne instrument data. Furthermore, AOML leads major DA technology developments, including a JEDI-based HAFS-MOM6 coupled DA system to improve the use of ocean observations. Finally, the presentation will cover observing-system experiments to evaluate TC reconnaissance missions, including impact assessments of G-IV data and the effectiveness of reconnaissance for improving post-landfall hazard forecasts. This is depicted in global fire danger rating systems as fuels. Vegetation drying via soil moisture and atmospheric evaporative demand increases fire potential. While this drying establishes an underlying background condition, significant wildfire activity for a given season is dependent on other factors including the type of fuel (grasses versus timber), weather (the extent of heat waves and windy conditions), and topography (the classic fire behavior triangle). A wildfire season is nuanced in its relationship with drought. Did drought enable fine fuel (grass) availability or inhibit its growth? Was a snowpack drought mitigated by spring rains or a lack of summer heatwaves? Did plant evapotranspiration increase fuel flammability even though soil moisture was normal? This presentation explores drought and its relation to fire given our current understanding from research and practitioner knowledge. This study optimized the post-settlement survival and growth of the Caribbean reef building corals Colpophyllia natans, Pseudodiploria strigosa and Montastraea cavernosa under three light spectra: (1) near-surface sunlight, typical in outdoor grow-out tanks; (2) reef-mimic (using LED aquarium fixtures to replicate wavelengths at 10 m depth); and (3) blue-shifted (using LED aquarium fixtures peaking between 400 and 450 nm). There were species-specific differences in optimal light spectrum. For all species, corals reared under the near-surface spectrum reached full pigmentation at a later age than the artificial light. The species-specific differences in light spectrum did not seem to be explained by algal symbionts. Just 12 hours earlier, cruise ships had departed from the same area. Boats farther down the fjord experienced smaller waves as the tsunami raced through the region at speeds exceeding 100 mph. While dramatic, Tracy Arm is not an isolated event. As glaciers retreat and weather patterns continue to change, coastal landslides are becoming an increasingly important hazard across Alaska. This webinar will explore the Tracy Arm event and place it into the broader context of changing environmental conditions, evolving coastal landslide risks, and what they may mean for Alaska communities and visitors. Bio(s): Michael West is a research professor at UAF's Geophysical Institute. He serves as State Seismologist at the Alaska Earthquake Center. His research focuses on applications in which seismology can help track environmental phenomena or inform hazards decision-making. To address these challenges, the GEO Blue Planet Fisheries Workshop, held in London, UK (21"22 April 2026), convened representatives from RFMOs, RFBs, ocean observing programs, and scientific institutions to explore how ocean data and Earth Observation products can better support fisheries decision-making.The workshop focused on identifying the opportunities, barriers, and capacity needs associated with integrating ocean observations, ecosystem indicators, and predictive models into fisheries management processes. Discussions highlighted common challenges across regions, including limited technical infrastructure, insufficient access to tailored ocean information, lack of long-term environmental datasets, and weak institutional connections between science providers and fisheries managers. Participants emphasized that successful adoption of ocean data requires not only technological solutions but also sustained capacity building, ocean literacy, and stronger science-policy partnerships.A key outcome was the development of recommendations for a regionally tailored Minimum Viable Ocean Data or MVOD framework to support fisheries management and ecosystem-based approaches. Participants also identified priority actions to improve information flow from ocean observing systems to management bodies and proposed pilot projects in the Indian Ocean/Bay of Bengal and West Africa/South Atlantic regions. The workshop concluded that strengthening institutional bridges between ocean science and fisheries governance is essential for enabling RFMOs and RFBs to incorporate environmental information into sustainable and climate-resilient fisheries management. Participants emphasized that successful adoption of ocean data requires not only technological solutions but also sustained capacity building, ocean literacy, and stronger science-policy partnerships.A key outcome was the development of recommendations for a regionally tailored Minimum Viable Ocean Data or MVOD framework to support fisheries management and ecosystem-based approaches. Participants also identified priority actions to improve information flow from ocean observing systems to management bodies and proposed pilot projects in the Indian Ocean/Bay of Bengal and West Africa/South Atlantic regions. The workshop concluded that strengthening institutional bridges between ocean science and fisheries governance is essential for enabling RFMOs and RFBs to incorporate environmental information into sustainable and climate-resilient fisheries management. Abstract: Reservoirs and lakes are fundamental and multi-functional water infrastructures that collect, store, and deliver surface freshwater for a multitude of uses, including flood and fire control, recreation, wildlife habitat, residential, industrial, agricultural practices, irrigation, hydro-electric power generation, drought mitigation, and more. In recent years, more frequent and severe abrupt weather extremes, natural hazards, aging infrastructure, and increased water demands due to population growth have placed another significant barrier preventing the effective, sustainable, and adaptive operation of the existing reservoir and lake systems. Therefore, new technologies and innovations are critically needed to improve the existing reservoir and lake operation and management of built water systems in our nation. In support of adaptive reservoir operation Dr. Tiantian Yang will present his current research on enhancing streamflow prediction at subseasonal-to-seasonal timescales by improving precipitation forecasts and hydrologic simulations through the integration of physical hydrologic models and physically-aware artificial intelligence and deep learning (AI/DL) tools. These hybrid models aim to retain the interpretability and physical consistency of traditional models while leveraging the pattern recognition and scalability of AI/DL.
